Plumbers can charge high prices to meet the demand they face from the public, that's how businesses work. A homeowner will need to hire a plumber when installing any new fixtures that use water and especially when there is a repair needed. The complexity of a job, the time and the level of experience of the plumber are not the only factors that determine how much a plumber costs. In some states, it is illegal for anyone (maintenance personnel or even the owner) who is not a licensed plumber to perform plumbing work.

Plumbing companies could cut costs by hiring less knowledgeable plumbers, but this will ultimately be reflected in the quality of the work.
